On July 3, 1964, the State Economic and Trade Commission, National Development and Reform Commission and the State Scientific and Technological Commission jointly issued a documentto approve the establishment of Fushun Carbon Black Research & Design Institute. On April 15, 1965, the institute moved to Zigong, Sichuan and Wang Jingchen served as secretary of the CPC Committee and Mao Zilin as director.
In 1972, the first 200-kg /hour single furnace was put into scientific research and some high wear-resistant first -class carbon black was produced.
In 1975, the Ministry of Chemical Industry invested and established the National Carbon Black Training Base in the institute, covering an area of 4,100 square meters. Then short-term training was developed, including carbon black professional technical training course and carbon black quality inspection technology training course.
In 1976, technical identification issued by the Ministry of Petroleum Industry pointed out: the blackness, saturation and paint performance of H-09-02, 253 # carbon black developed by the institute has surpassed the reference American 607 # carbon black and nitro black tablets imported from Japan, which can fill the blank of national carbon black with high pigment for paint as a major contribution to the national carbon black industry.
In 1978, super wear-resistant carbon black in high structure and carbon black for automobile won the National Science Conference Award and third prize for Science and Technology Award in Sichuan province. Thermal pyrolysis carbon black won the Science Conference Award in Sichuan province.
In 1980, the research paper Development of Super-conductive Carbon Black, won second prize for Science and Technology Award the Ministry of Chemical Industry; the research paper Development of Carbon Black from Ethylene Bottom Oil won third prize for Science and Technology Award, the Ministry of Chemical Industry, 1980.
In 1981, the institute developed Super Wear-Resistant Carbon Black in Low Structure and identified by the Science and Technology Bureau, the Ministry of Chemical Industry, which can fill the blank of national carbon black varieties.
In 1983, Han Shuyi was appointed as secretary of the CPC Committee.
In 1986, the Channel Replacement Furnace Black and the Development of Carbon Black for Synthetic Leather won third prize for the Science and Technology Progress Award, the Ministry of Chemical Industry, respectively. The Technical Conditions and Determination of Acetylene Black, Package, Storage, Sampling, and Acceptance of Acetylene Black won second prize for Science and Technology progress Award, Ministry of Chemical Industry. The New Oil-Oil Line Technology R&D for Carbon Black Production (N339) won first prize for the Science and Technology Progress Award, the Ministry of Chemical Industry and second prize for National scientific and technological Progress Award in 1987.
In 1988, Yu Baolin was appointed as secretary of the CPC Committee and secretary of the Discipline Inspection Commission of the company.
In 1989, the new soft carbon black technology and product project of the institute won second prize for the Science and Technology Progress Award, the Ministry of Chemical Industry.
In 1990, the project of Semi-reinforcing Carbon Black with Natural Gas, Dalei Carbon Black Plant, Dianjiang County, Sichuan designed by the institute won third prize for Excellent Design Award, the Ministry of Chemical Industry. The project “2500-t/a new technical carbon black, second Chemical Plant, Qingzhou, Shandong” designed by the institute won second prize for Excellent Design Award, the Ministry of Chemical Industry. The Power Generation (Heating) Technology with Carbon Black Tail Gas won first prize for the Science and Technology Progress Award, Ministry of Chemical Industry.
In 1991, “New soft carbon black production technology and products (N539, N630, N642 and N774)” won second prize for Science and Technology Progress Award, Ministry of Chemical Industry.
In 1991, Zhang Yunfu was appointed as director of China Carbon Black Institute.
In 1992, Soft & Hard Carbon Black Multifunctional Reactor, the Hydrated Silica Precipitation with Rubber Compounding Agent, GB10517-10530-89 and the Standard Reference Carbon Black, GB9578-88 won third prize for Science and Technology Progress Award, the Ministry of Chemical Industry, respectively. The scientific and research project Antistatic Agent: Conductive Carbon Black was listed as major projects of National Key Technology Research and Development Programs. In 1994, it was listed in the National Torch Plan, 1994. In 1995, Science and Technology Division, Ministry of Chemical Industry gave it official recognition.
In 1992, the Variety Research of Pigment Carbon Black Series won second prize for Science and Technology Progress Award, the Ministry of Chemical Industry. The Carbon Black Masterbatch for PE Cable and Optic Cable sheath won second prize for the Technology Achievement Award in Sichuan province.
In 1992, the Carbon black Quality Supervision and Inspection Center of the Ministry of Chemical Industry, which was affiliated with the institute, was upgraded to National Carbon Black Quality Supervision and Inspection Center.
In 1995, the Carbon Black Production Technology with New Process was listed as National Key New Technology Promotion Projects during the Ninth Five-Year Plan period.
In 1996, Yu Baolin was appointed as director of China Carbon Black Research & Design Institute.
In 1996, the Application of Black Agricultural Plastic Film was listed as National Key Scientific and Technological Achievements Promotion Projects, 1996. The Carbon Black for Plastic of 5,000 tons/year was listed in the National Torch Plan 1996.
In 1996, the Carbon Black Research & Design Research Institute was renamed Carbon Black Research & Design Institute by the Ministry of Chemical Industry.
In 1996, the Method and Equipment for Carbon Black Production won Best Patent Prize in Sichuan province.
In 1997, the TF-500 Carbon Black Micro-Pulverizer won third prize for Science and Technology Progress Award, the Ministry of Chemical Industry.
In 1997, the Antistatic Agent: Conductive Carbon Black won third prize for Science and Technology Progress Award of Sichuan province.
In 1997, the New Carbon Black Equipment Design of 5,000 tons per year of Jiaohua Gas Plant, Kunming, Yunnan won second prize for Excellent Design of the Ministry of Chemical Industry.
In 1997, the Longchang Carbon Black Plant in Southwestern Mine of Sichuan Expansion Project of 10,000 tons per year & the Feasibility Analysis on Power Generation with Tail Gas won third prize for outstanding engineering consulting achievements of the National Engineering Consultants Association.
In 1998, Fan Ruxin was appointed as president of Carbon black Research & Design Institute , the Ministry of Chemical Industry.
In 1998, the Hua Ke Fa (98) No. 114 document issued by the Ministry of Chemical Industry hereby approved the Carbon Black Engineering Technology Center of the Ministry of Chemical Industry. The main objective is to develop carbon black series varieties in response to the status of the national carbon black industry and demand of related industries for carbon black industry.
In 1999, Fan Ruxin held a concurrent post of secretary of the CPC Committee, China Rubber Group Carbon Black Research & Design Institute.
On May 20t, 1999, the Guo Ke fa Zheng Zi [1999] No. 197 document, issued by the Ministry of Science and Technology and the State Economic and Trade Commission, the Circular of Issuing Transformation Program of Scientific Research Institutions belonging to the 10 National Bureau Administrated by the State Economic and Trade Commission: 31 scientific research institutions of the National Petroleum and Chemical industrial Bureau should be transformed to the enterprise. The former Carbon black Research & Design Institute of the Ministry of Chemical Industry was renamed, China Carbon Black Institute.
In 1999, the Development of Carbon Black of 10,000-ton/year Specially Used for Car-Related Rubber Products was listed as national key technical innovation projects.
In 2000, the National Laboratories Accreditation Board approved National Carbon Black Quality Inspection Center for supervision.
In 2000, the institute obtained qualification certificates of import and export enterprises in China.
From June 5 to 17, 2000, the opening ceremony of the export project “Hard Carbon Black Complete Technology & Equipment of 15,000-ton per year of Pan Chievo Petrochemical Company, Yugoslavia” was opened in Shawan Hotel in Zigong city, which was contracted by CNCCC and contracted by the institute in China.

In 2002, the China Petroleum and Chemical Industry Association renamed the Carbon Black Engineering Technology Center of the Ministry of Chemical Industry affiliated to theCarbon black Research & Design Institute to the Chemical industry (National) Carbon Black Technology Center.
In 2002, the New Technological Development for Carbon Black Production of 10,000-ton oil/Gas Line won third prize for progress in science and technology issued by Sinopec Association in 2001.
In 2002, the Foreign Trade Department of the Ministry of Foreign Trade & Economic Cooperation agreed for the institute to develop economic cooperation with foreign businesses, and the scope of businesses cover
1. Contracting exploration, consulting, design and supervision of overseas carbon black industry projects;
2. Exports of equipment and materials needed for overseas projects;
3. Dispatching contract workers for overseas projects.
In 2002, “Carbon black of 10,000-ton/year specially used for car-related rubber products” won outstanding prize for Ninth Five-year Plan enterprise’s technical progress in Sichuan province.
In 2003, the New Production Technology of 10,000-ton Carbon Black won second prize for National Progress in Science and Technology.
In 2003, on behalf of China's carbon black industry, the institute gained the opportunity to host the Asia-Pacific Carbon Black Conference 2005 in Agra, India.
In 2004, carbon black with "Hei Yuan" brand of the institute won Sixth Famous Brand Products in Sichuan Province and was listed in a brand strategy plan implemented by the province.
In 2004, the first carbon black export container of the institute was exported from Beihai, Guangxi.
On October 16, 2005, the seventh Asia-Pacific carbon black conference, jointly organized by the institute and China Rubber Industry Association, was held in Suzhou. Theconference was the largest international carbon black conference with the most participants. 265 representatives from more than 18 countries and regions attended.
On October 27, 2005, the institute held a ceremony for the 40 Anniversary of Establishment & Inauguration of Science and Technology Building.
In 2006, the institute passed through integrated management system certification including quality management systems, environmental management systems and occupational health and safety management system.
In 2009, Liu Min was appointed as president and He Jun as committee secretary of Carbon black Research & Design Institute .
In 2009, Guo Ke Fa Ji [2009] No. 605 document issued by the Ministry of Science and Technology agreed to establish the National Carbon Black Material Engineering Technology R&D center affiliated with the institute.
In 2011, Cao Chaoyang, general manager of China National Tire & Rubber Corporation, signed with Lei Hongjin, secretary and mayor of Zigong city, the strategic cooperation agreement of Zigong New Materials Industrial Base.
On June 29, 2011, Cao Chaoyang, general manager of China National Tire & Rubber Corporation, signed with Lei Hongjin, secretary and mayor of Zigong city, the strategic cooperation agreement of Zigong New Materials Industrial Base. In accordance with the agreement, China National Tire & Rubber Corporation will support industrial restructuring of the institute, invest and build a new industrial base in the industrial regions on the basis of carbon black, focusing on becoming a comprehensive service provider of carbon black industry and new business developments, following the direction of special carbon black suppliers and expanding to strategic emerging materials.
